Form title bar text is not right aligned when BidiMode=bdRightToLeft

Hi,
On windows 10 and above, TForm title bar text is left aligned even when BidiMode=bdRightToLeft.
It shows right aligned at design time only. Tested with Delphi 10.3 and Delphi 7.
On windows 7 form title is aligned correctly.
Is there a fix to this problem using Delphi 10.3?
